What has to travel with it

Morocco is outside the EU, so CE marking has no standing at the border. Customs works from a EUR.1 under the Agadir Agreement, and since 1 January 2026 the proof has to be endorsed REVISED RULES. Preference removes the customs duty and nothing else — the 0.25 per cent parafiscal tax is charged on the CIF value, and VAT at 20 per cent on CIF plus duty plus that tax. Since February 2025 Morocco has applied the Agadir preference unevenly to Egyptian goods. Stone has not been named in any measure, but have your declarant confirm the preference is actually being granted on your tariff line before you price it in.

03 — What sells here

Stone that suits Morocco

Roughly 25,000 new hotel rooms are planned before the 2030 World Cup, on top of airport and stadium work. In stone that reads as beige and cream marble for rooms, bathrooms and lobbies, and granite for paving and plaza work in Casablanca, Marrakech, Tangier and Agadir. Morocco quarries its own grey and black marble at Khenifra and Tiflet, so we do not quote those into this market. Italy and Turkey take the value end of Moroccan imports while Egypt leads on tonnage — Egyptian stone is bought here on landed cost, not specified by name.

04 — Questions

Buying from Egypt, into Morocco

Does Egyptian stone enter Morocco duty-free?

On paper yes, on a EUR.1 under the Agadir Agreement. In practice Morocco has applied that agreement unevenly to Egyptian goods since February 2025, so have your declarant confirm it on your tariff line first.

What does the EUR.1 have to say?

Since 1 January 2026 it must be endorsed REVISED RULES, under the revised Pan-Euro-Mediterranean origin rules. Egyptian customs issues and endorses it, and we send the original with the documents.

What is charged even with preference?

A 0.25 per cent parafiscal tax on the CIF value, and VAT at 20 per cent on CIF plus duty plus that tax. Preference removes the customs duty only.

Why do you not quote DDP into Morocco?

Because the engagement d'importation and the bank domiciliation have to stand in the Moroccan importer's name. The customs entry is yours to make and we will not pretend otherwise.
